II.1.5)Short description of the contract or purchase:
Installation of doors and windows and related components. Basildon District was formed in 1974 and includes the towns of Basildon, Billericay and Wickford.
Basildon Borough Council (the Council) has a housing stock of circa 11,100 units spread over a geographical area of 42 square miles. Approximately 30% of these properties are of non-traditional construction.

Being a new town the stock is, in the main, post Second World War.

The Council¿s approach to window and door replacement is typical of social housing providers in that the Council:

¿ Replaces existing windows and doors, whether they be timber, uPVC, Crittall, aluminium etc that have come to the end of their life, with new uPVC products;
¿ Only replaces the above within the foot print of the domestic dwelling;
¿ Does not replace shed doors, even within the footprint of the dwelling;
¿ Does not replace garage, shed or other windows and doors to buildings separate from the domestic dwelling.

The approach also includes roofline works, generally comprising the renewal of fascias and soffits, and gutters and downpipes.

The Council has previously specified Permadoor domestic door sets to residential properties, and requires their continued usage.

The Council has the occasional requirement for the installation of aluminium faced communal entrance doors. However, the number is so small that these will be dealt with on under the contract on a case by case basis and percentage on-cost to materials and sub-contract labour.

In addition, The Council has a number of sheltered and general needs schemes with windows and doors located to communal parts.

There are circa 45 sheltered schemes, and circa 991 general needs blocks, the heights of which are shown below:

The Council has implemented a suited door entry system to communal entrance doors of both sheltered and general needs schemes, with circa 80% of doors being recipients of the system to date.

The Council has circa 25% leaseholders, who are naturally very interested in how Section 20 monies are spent. Whilst obligated to pay for windows and doors to communal parts, the terms of their lease generally makes them responsible for their own windows and doors.

The bulk of replacements will not require planning approval, but the Council does have a small percentage of its stock in conservation areas, and other areas, which will necessitate the requirement to obtain planning consent. For the sake of clarity, the contractor will be required to provide drawings and photographs where such consent is required. The Council will fill out the necessary planning paperwork, and pay fees levied by the Planning Department.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers:
The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Technical capacity - means of proof required
(a) a list of the works carried out over the past five years, accompanied by certificates of satisfactory execution for the most important works. These certificates shall indicate the value, date and site of the works and shall specify whether they were carried out according to the rules of the trade and properly completed. Where appropriate, the competent authority shall submit these certificates to the contracting authority direct;
(b) a list of the principal deliveries effected or the main services provided in the past three years, with the sums, dates and recipients, whether public or private, involved. Evidence of delivery and services provided shall be given: - where the recipient was a contracting authority, in the form of certificates issued or countersigned by the competent authority, - where the recipient was a private purchaser, by the purchaser's certification or, failing this, simply by a declaration by the economic operator;
(c) an indication of the technicians or technical bodies involved, whether or not belonging directly to the economic operator's undertaking, especially those responsible for quality control and, in the case of public works contracts, those upon whom the contractor can call in order to carry out the work;
(d) a description of the technical facilities and measures used by the supplier or service provider for ensuring quality and the undertaking's study and research facilities;
(e) where the products or services to be supplied are complex or, exceptionally, are required for a special purpose, a check carried out by the contracting authorities or on their behalf by a competent official body of the country in which the supplier or service provider is established, subject to that body's agreement, on the production capacities of the supplier or the technical capacity of the service provider and, if necessary, on the means of study and research which are available to it and the quality control measures it will operate;
